He is a water element so it makes sense that Skylanders Gill Grunt has gills and resembles a fish. He has decent strength but really does not need it as his water canon is quite cool and can shoot enemies from afar.
The story goes, that Gill Grunt joined the Gillmen military. He met a mermaid and told her he would return after his tour of duty. When he returned he found that she was gone and pirates kidnapped her.
Because of that experience he joined the Skylanders and vowed to help protect the innocent.

Not very agile but that’s okay, his water cannon is like a shot gun, just point and shoot.
